Board Members
Mayor Chris Neville
Chris is serving his second stint on the Village Board. He served from 1996 to 2010 and was re-elected in 2012 as a Village Trustee. He has the distinction of operating the only dairy farm in the Village, which has been in his family for many years.
Assignments: Ambulance Commissioner, Finance, Fire Commissioner, Light Commissioner and, Timber Harvest.
Trustee Betty Conger
Betty has been on the Board since 2001. Betty is retired from Cornell University. She is very active in the American Legion Auxiliary on both the local and state levels. She also serves as the Village of Groton representative to the Tompkins County Council of Governments and is on the Board of Directors of the Groton Business Association.
Assignments: Park Commissioner, Joint Recreation Committee Rep, Code & Ordinance, Memorial Bells and Loan Committee.
Trustee Michael Holl
Mike was elected to the Board in March 2013. He is the business teacher at Groton Junior/Senior High School teaching Business Math, Career and Financial Management, and College and Career Preparation. In addition to teaching, he also coaches the boys varsity soccer and basketball teams. Mike earned a Bachelor Degree in Health Science Education from the State University of New York College at Brockport. He is a member of the Sons of the American Legion and the Groton Rod and Gun Club.
Assignments: Police Commissioner, Buildings & Grounds, Street Commissioner and, Technology Development.
Trustee Andrew Montreuil
Andrew was elected to the Village Board in 2026. He previously worked at the Groton Public Library for many years before pursuing self-employment as a meteorologist. He has operated Finger Lakes Weather, a regional weather forecasting service since 2012, and ran Grotonweather.com before that since 2006. Andrew is a homeschooling father and tends Fox Glen Farmstead, a growing family enterprise. He is a member of St. Anthony's Church and the Groton Community Council.
Trustee Chuck Rankin

Chuck comes to the Village with immense municipal experience. He served as the Village of Groton Clerk-Treasurer (Administrator) from 1982 to 2017. He later became Bookkeeper for the Town of Groton from 2011 to 2022. In retirement he has assisted other Villages with their bookkeeping, including Villages of Andover and Port Byron at present. He also served the Village in retirement on the Board of Light Commissioners and as chairman of the Zoning Board of Appeals.
In addition to his municipal duties, he was a member and Past President of the New York State Society of Municipal Finance Officers. He served two terms on the board of the New York Municipal Power Agency (NYMPA). He is presently President of the Independent Energy Efficiency Program (IEEP). He also has served on various committees in the Municipal Electric Utilities Association (MEUA).
Chuck also served in the Groton Fire Department and on various committees at St. Anthony Church. He is married and has three adult children and four grandchildren and a small dog, Lacey.
